What is 'rationed health care' ?

It means, services are finite, and someone else either decides how much service you get (ie, limiting you to three doctor visits a year), or there's going to be a wait, for your appointment. Just like how it works in the UK and Canada. You wait your turn, in line, for the services you want - and in some cases, they tell you whether or not you can even get them.
