What's the best digital download PC game content provider?

I'm joining the Navy and want to stock my laptop up with PC games before I ship out. I currently use Steam but you have to be logged into a network and that is simply not possible when submerged. Is there a digital-download content provider that allows you to play your games on your PC even when a connection is not available that has anything close to comparable to the game library of Steam?
