We have a certified Phillipino Special Ed teacher...?

and she is computer illiterate and always use "I am not an american" or "I am new at this,we did everything on paper back home" s***, Our school board was stupid enough to hire her and now we (the paras) feel like we are doing her job, because she is always asking us how are things done in the SpEd dept. And because she is our head teacher, we feel like we don't have a say or can't tell her anything...how do we tell the board that they hired a very ignorant teacher?
