Tell him how you feel and if he doesn't listen, I would just forget about it. It's understandable that you miss him and that you want to spend time with him, but if he isn't making an effort to be your father, he is not worth the stress or time. When you get older and go to college or move out of the house, he will probably regret all of the precious moments he could have been with you. As rude as it may seem, if I were you, I would force my way in. If he tells you that you can't sit with him and your step-mom when you eat, sit down with them anyway. When he's sitting around doing nothing, sit with him and talk to him. He might eventually get the point. After all, he's YOUR dad. You were there before your step-mom came into the picture, so he shouldn't leave you hanging like that. You, your brother, and your sister should be his top priority. If he's been doing this for so long, it seems like he doesn't care about you guys much. In his case, you reap what you sow.
